Precedents

In January 2009 Barcelona hosted the First Global Forum of Producers of Crops Declared Illicit.

The immediate reason was the 2009 High Level Segment in which the UN drug control bodies would evaluate the 1998 UNGASS Political Action Plan in which article 19 called for, “eliminating or significantly reducing the illicit cultivation of the coca bush, the cannabis plant and the opium poppy by the year 2008” (A/RES/S-20/2)

Baring the brunt of drug supply control policies, farmers families and communities were enabled to contribute to this moment. The Barcelona Declaration was taken to the UN meeting in March 2009
